Abstract :
In order to develop emerging strategic industries which contain political and economic significance on state level, they are proposed by political elites, variable instruments are being introduced. Emerging strategic industries are classified as an important component of ecological and civilizational economy after their concepts and connotations are demonstrated. Then, the countermeasures are put forward to develop emerging strategic industries essentially. Empirical results show that the idea and institution of ecological and civilizational economy, the upgrade and optimization of industrial structure, eco-technology are the three major countermeasures in developing emerging strategic industries from the point of view of ecological and civilizational economy. This is an urgent task for China´s economic structure transition in spite of a long-term to go. But under the proper way which is conducted by the notions of ecological and civilizational economy, emerging strategic industries can play an important role in the rise of China.
