This paper provide the concept and content of the emergency early warning system for college students, and then analyze the universities´ need for emergency warning in accordance with the security situation. we analyzes the existing problems in response to emergencies from organization, management, system, rule and mode. And design the emergency early warning mechanism for colleges and universities according to these problems
