Abstract
Citizenization is the inevitable requirement of labor transfer, industrial structure adjustment, further development of urbanization and the construction of harmonious society. The new generation of migrant workers has become an important force in economic construction and social development in China. They have a strong tendency of citizenization, but the restrictions of many kinds of factors, such as household register, income, housing, social security and education of children, and so on, hinder their citizenization process seriously. Therefore, Liaoning province should base on the current policy that has achieved initial results, setting up the linkage mechanism of household register, social security and land system as the leading, taking housing, skills training and education of children into consideration at the same time to promote the citizenization of the new generation of migrant workers.
