            Abstract : 
Nowadays the character of self-organized network is widely presented in real world systems and such systems can be described by complex self-organized network. However, some economic networks especially industrial networks in a region are limited and these networks maybe possess more character of small-world network and are evolving to scale-free network. In this paper, we propose two classes of non-growing network models starting from a former industrial statics of Chao-yang district in Beijing that can naturally generate the small-world feature in a self-organized manner. Through analysis, we find that the growing models with local rules exhibit some of the common features of real industrial networks. And the local knowledge is a general principle determining the topology of growing complex industrial network.
