Abstract :
Great attention is recently paid to the implementation of the digital dividend i.e. the frequency resource which will appear after switchover from analogue television (TV) broadcasting to digital one. It becomes possible because one digital program uses essentially smaller spectrum than analogue one. In the process of development of procedures for optimum allocation of the digital dividend among radio services and their applications - to ensure EMC of relevant radio facilities - the great importance demonstrates the issue of the optimal clustering of countries or regions of separate countries, for the purpose of these procedures unification. In the conditions of the great population density discontinuity and significant variations in the amount of the released frequency resource across country territories, it is expedient to transpose the clustering activities to the regional level. Earlier studies consider the regional clustering process in relation to the population density and amount of the released frequency resource. The present work under the clustering process also considers influence of such economic factors as the consumer demand for advanced mobile technologies and pay-TV on the basis of existing availability of these systems in different regions taking into account relevant forecasting.
