Abstract :
It is difficult to overestimate the role of spectrum monitoring in ensuring EMC among great variety of radio facilities belonging to many different radio services across great territories. To be efficient, spectrum monitoring requires creation of relevant networks. A new edition (2011) of the Spectrum Monitoring Handbook of the International Telecommunication Union describes a general computerized methodology of spectrum monitoring network planning and optimization. Nevertheless, in view of the complexity of the planning process, especially in the VHF/UHF frequency range, and its essential dependence from initial requirements to the future spectrum monitoring network, etc., the given general methodology requires further refinement in some of its practical aspects.
