Abstract
The paper deals with the new objectives of the Russian higher education system, which has transferred to a two-level Bologna model and, at the same time, kept a number of the old educational forms. The academic mobility as a crucial constituent of the university autonomy is easily available only for a limited number of the leading Russian universities, which received a substantial funding from the government due to the "national research university" status.
