Emergency dynamic alliances can make full use of social resources through rapid response to market changes. Different sub-task gives different contributions to the general task of dynamic alliances. According to the characteristics of mobilization tasks, the primary factors that affect the contribution of the sub-task to the general task´s value are given, mainly including the resources´ value, complexity and risk. The multi-attribute decision making method of uncertain additive linguistic aggregation operator(UEOWA) is used to assess the value of sub-task.
