Abstract :
Responsibility of success the Electronic Government (E-Government) is the responsibility of all citizens. E-Government is a massive automated project that uses Information and Communication Technologies (ICTs) to promote more efficient and effective of government, facilitate more accessible government services, and make government more accountable to citizens. Through the implementation of E-Government, there are a lot of challenges and difficulties, at the same time there are a lot of opportunities that will help us to accelerate the application of E-Government. This paper will be introduced these challenges and opportunities for developing a successful E-Government in developing countries, so we will discuss in detail the situation in Pakistan, India, Malaysia, Jordan, and others as examples. The aim of this study is find a general framework for the challenges and opportunities that facing the developing countries. Important issues will be discussing in this paper e.g., IT infrastructure, digital cultural, managerial issues, legislation issues, and budgeting.
