To identify the problems LWBA (Light Weight Because Analysis) Method can be employed. The problem of availability of e-government website can be solved with development of service monitoring. The service monitoring must be able to meet the QoS (Quality of Service) measurement criteria: availability, reliability, and security. In addition, the service monitoring must also be able to take measurements and testing of several different places. Through this research, developed an agent-based monitoring system that has been tested to some government sites.
