            Abstract : 
This paper presents a perceptually enhanced intra-mode video encoder based on the Contrast Sensitivity Function (CSF) with a gracefully quality degradation as compression rate increases. The proposed encoder is highly competitive especially for high definition video formats at high video quality applications with constrained real-time and power processing demands.
