Abstract
Differentiate between operational service priority and economic/financial incentives. The BEBS notion/principle is important for early uptake of new capabilities and needs to capture both the operational service priority and economical/financial element; Decisions need to be taken collaboratively already in the early design and planning phase; Synchronised deployment delivers the expected benefits and creates the critical mass of capable entities. SESAR deployment planning will use the BEBS principle; Current ICAO provisions needs to be updated; ICAO work programme priorities are under discussions; European support-coordinated with the US.
