  • Abstract
    Performance assessment has been attracting more and more attention. To realize performance assessment and performance improvement direction, a new performance index is proposed based on variance lower bound and upper bound. Then the index estimation method is given. A simulation example to illustrate the effectiveness of the new performance index is illustrated in the paper.
