Abstract :
Based on the J. Tinbergen´s improved C-D production function and Solow Growth Model, the co-integration test, Chow breakpoint test and constant return to scale test are introduced to measure the progress of science and technology, and the scientific and effective standardized evaluation method is given. According to the 1995-2010 input-output data from Qingdao city, the empirical results show that the scientific and technological progress contribution rate of Qingdao is higher than the national average level and the city has entered into the intensive economic growth stage.
