Abstract :
Based on the formula for the energy spectrum of fluctuations in the non-equilibrium systems it is explained the existence of flicker-noise in nature and technique: energy spectrum of fluctuations of parameters of any real system (system that is in unbalanced state) always contains flicker component of spectrum. Only if system is in balanced state (ideal variant) flicker component is absent in energy spectrum of fluctuations - energy spectrum is the same in all range of frequencies beginning from 0 Hz. It is explained the dependence of flicker noise in metals and semiconductors on their specific resistance and also the reason of different values of flicker noise in identical investigated objects.
