Independent Metering Operators - Role, functions and place in the metering market structure

This article discusses potential models of Independent Metering Operator (IMO) in the future energy market, especially in the context of non-discriminatory access of metering data, facilitation of competition and possibility to introduce new services for energy consumers. Several examples of IMO concepts are discussed. Moreover, a framework for definition of IMO target model is introduced - possible parameters of the target model are enumerated and described in the context of their impact on the overall solution. Minimum and maximum costs of implementation of different models are calculated and discussed.
