Abstract :
Natural disasters, human conflicts and other emergency situations in the recent years have shown that emergency communication and public safety services are of great importance. Network operators, governments, academia as well as non-profit organizations are investing great efforts in order to increase resiliency and ensure communication during an emergency situation. In this paper, the main focus is on the user device centric solutions for emergency communication and an improvement of communication resiliency. Potentials of currently widely deployed technologies as well as technologies coming to the market are analysed. In this regard, recent standardization efforts are discussed.
