Abstract :
BPA and WECC utilities are investing resources in phasor measurement technologies and advanced applications utilizing synchronized data. The new production-grade synchrophasor infrastructure opens up opportunities for expanding existing response-based stability controls. A synchrophasor-based RAS scheme is proposed that utilizes both real power and phase angle difference rate-of-change to detect large disturbances and contingencies. The algorithm is applied to a prospective reactive switching scheme for the Bonneville Power Administration. The controller performance is simulated against historic disturbance events.
