Abstract :
As for competencies in engineering management, was constructed a conceptual model consisting of general qualification, mental mode, personality, knowledge, ability, skills and managerial behavior; and an investigation was conducted to learn what and to what extent the competencies were important. Through statistic analysis with the collected data about importance of competencies such as CICT, confirmation factor analysis and normalization, the index system of competencies in engineering management and corresponding weights of indices were specified as listed in TABLE III. Then the paper took the mean of, current competency level, i.e. data about satisfaction or evaluation of each index, as benchmark. According to the relationship of indices and their weights, and means of the indices, a weighted average (6.477466) was attained as total competencies in engineering management. The paper proposed to take the scope around 6.477466 ± 10% as benchmark of qualified engineering managers.
