Abstract :
We present a pragmatic solution for issuing low cost secure identity documents. The case described in detail are planned parking permits for disabled people issued by local authorities. We describe in particular a new concept of verification of face image of document holder in a way that ensures cryptographic security level, but does not require the document to posses an electronic chip.
