Abstract :
The increasingly use of e-learning in educational and organizational environments, places the issue of the evaluation of its elements as important. Various frameworks are generally used to evaluate such an environment. Some focus on the whole components and their interoperations while the others consider each component separately. Although the existing frameworks evaluate various components of e-learning environment, they suffer from deficiencies that make them not generic enough to cover all the necessary dimensions within the e-learning environment. To overcome this problem, in this paper, we propose a multi-dimensional framework including standards, components, stakeholders, evaluation methods, context, and indicators to evaluate e-learning quality. Several compressive indicators have been determined to evaluate each dimension qualitatively. The potential of proposed framework is shown via two scenarios in educational and organizational context. It is found that, two types of major and minor differences between the proposed scenarios are observable.
