            Abstract : 
According to 3GPP (3rd Generation Partnership Project) protocol, in this paper, we present a design scheme of cognitive network based on LTE-A (Long Term Evolution-Advanced) system architecture and radio air interface. It introduces the functionality and principle of the network framework in detail, including the non-authority user´s procedure of service request and the design of signaling sequence. The presented scheme has the ability to make LTE-A system achieve higher spectrum efficiency and network resources utilization.
