Policy-based radios for spectrum sharing

This paper describes a new radio technology, policy-based radios, which has the potential to enable greater access to the radio spectrum while enhancing and simplifying spectrum management. Spectrum management faces both challenges and opportunities in developing countries. The role for policy-base radios in this environment is described as well as key design decisions for their use.
