  • Abstract
    In recent years, high-speed rail construction have gained tremendous progress in China. But the operation of high-speed railway construction and the risk management formed a huge contrast. Now the Ministry of Railway becomes the Railway Company. It appears trouble because of the accidents property compensation. The second trouble is how to ensure the source of funding high-speed rail. From the view of risk management, we can analysis and mathematical prediction, calculate the property damage, analysis of construction risks caused economic losses, casualties, direct economic losses, indirect economic losses quantified. The qualitative theoretical model can be transformed into a quantitative model, which provides a scientific basis to quantify the amount of insurance and insurance rates for the risk of loss. The writer proposed railway construction works insurance system operable, combining national laws and regulations.
