Research on evaluation of the competitiveness of regional Intellectual Property Rights and enhancing strategies

Intellectual Property Rights(IPR_s) has become an important weapon to strengthen and protect the economic competitiveness of the national science and technology. Regional IPR_s competitiveness is the ability of the collection system for regional innovation body to create, use, protect and manage intellectual property, the ability of wealth accumulation and reap excessive profits. On the basis of the intellectual property theory and the evaluation theory of IPR_s competitiveness, evaluation system of regional IPR_s competitiveness was established. Factor analysis method was used to analyze the data collected by means of statistical analysis tool SPSS software. Given the factor score of provincial IPR_s competitiveness, the competitiveness of the three major economic zones across the eastern, central and western has significant gaps. The composite score of IPR_s competitiveness in the eastern provinces is generally higher, but generally lower in the western provinces. However, the eastern provinces have relative weakness, and the central and western provinces have relative advantage.
