  • Abstract
    The non-balanced development of hi-tech industrial zones is essentially the difference of operating quality of innovation system, thus scientific evaluation indexes are pivotal to explore the quality short board. Based on “Four-Three” Structure, this paper builds index frame of operating quality, and selects 66 evaluation indexes theoretically from three dimensions including innovation input, innovation subject and innovation output. Then 56 national hi-tech industrial zones during 2011 are used to test the validity and reliability of evaluation system. At last, the final index system X(3) is got, which covers a wide range and are of high logicality, and provide an operable and practical evaluation tools for S&T management department and industrial zone to know the strengths and weaknesses of innovation system.
