Abstract :
To study the selection of the international cooperation project in China, a method based on grey clustering decision-making model is proposed and applied in selection of international cooperation key-technology projects in Jiangsu Province. The demand and supply information is defined as urgency and possibility indexes in the international cooperation project selection index system. Whitenization weight function of each index is constructed and the fixed weight grey cluster model of the international cooperation project selection is proposed. By analyzing and integrating indexes of regional key cooperation technologies respectively from the urgency and the possibility of regional science and technological cooperation programs, key technologies that fit the urgent needs of regional leading industries and can be obtained through international cooperation are selected. It is shown in the results that this paper not only proposed the definitions of urgency index and possibility index but also put forward selection models and steps based on grey clustering decision-making model. Results show that the method is effective and can be used to solve relevant project selection problems.
