Abstract :
We measure and research comparatively based on time and area for China´s large and medium-sized industrial enterprises technological innovation efficiency. Firstly, we use the improved DEA model and the descriptive statistical method to measure and analyze technological innovation efficiency comparatively based on time and area for 29 provincial areas´ large and medium-sized industrial enterprises in China. Then, according to efficiency value measured by the super efficiency DEA model, we analyze comparatively based on time and area on eastern central and western regions respectively. It turned out that China´s large and medium-sized industrial enterprises technology innovation investment efficiency is on the low level as a whole. The eastern region efficiency is higher than the central and western regions. China´s large and medium-sized industrial enterprises technological innovation resources are unable to be fully utilized as a whole. Technology innovation resource utilization is less than 60% on average.
