Abstract :
Multi-organizational collaboration is considered as an effective and efficient way to address severe disasters. Considering strength of collaborative relationship in Emergency Management System of China, weighted collaboration network is established. Network analysis is used to explore characteristics of inter-organizational collaboration based on network theory. Through analysis on network statistics measures, such as degree and strength distribution, degree correlation, local clustering coefficient, results demonstrate that only a small number of organizations establish collaborative relations with a number of other organizations. They play a significant role in the disposal of severe disasters. Then though hierarchical clustering analysis, results show that organizations possessing manpower, emergency materials or information can easily establish strong collaboration relations between them, and they are all key actors of disposal of disasters in Emergency Management System of China.
