Abstract :
The paper establishes a model of microwave refractive index structure constant effected by the horizontal distribute of the temperature and specific humidity in the boundary layer. With different temperature, specific humidity, frequencies and inner scales, the scintillation index of plane wave and spherical wave of horizontal propagation is described.
