Abstract :
Hebei industrial structure is imbalanced, mainly focused on industry. The consumption structure is monotonous, relying too heavily on coal. Which has caused energy shortage, serious environment pollution, the feature of "high carbon economy" is very outstanding. After past several years of rapid economic growth, Hebei is facing an urgent task of transforming the pattern of economic growth. Developing low carbon economy is the most effective solution. This article selects Zhejiang (low-carbon area), Shandong (mid-carbon area), Henan (mid-carbon area) and Shanxi (high-carbon area), the carbon area is classified according to the classification of Institute of Low-Carbon Economy and Climate Change, Renmin University. Compare Hebei province with the above four provinces by certain index in aspects of energy efficiency, low carbon efficiency, low carbon environment and people\´s life. Evaluates their development of low carbon economy, reveals the advantages and deficiencies in Hebei low carbon economy, and puts forward countermeasures.
