Abstract
Necessary and sufficient conditions for the existence of the stabilizing solution to the differential Riccati equation of definite sign quadratic term are derived in terms of the Popov operator. This operator is associated with a controlled exponentially dichotomic evolution and a quadratic cost. Applications to the analysis of continuous time-varying linear dynamical systems are also considered.
