Abstract
Ten diverse countries were chosen to compare their policies and programs to develop a national Information Technology (IT) industry. Using an analytical framework that associates policy objectives to policy instruments and evaluation criteria, the authors identified forty best practices that seem to bring about an internationally competitive IT industry.
