The article will discuss the issue of attacks on soft targets of state. The theoretical part takes place to determine the theoretical knowledge and to define primary situations that emerge as weaknesses of attacks. The document analyses the situations which are closely linked to the attempted attack on a targets. In the article is the analysis of the causes that led to the attack. Analysis of the causes should define security vulnerabilities while should point to the possibility of introducing changes. There is analysis of the state of the global perspective, in term of several decades. Post primary analysis has attempted attacks on soft targets and points to a possible way of addressing the proposal of changes in that process.
