            Abstract : 
The diagnosis-stage is always the bottleneck stage for the large number of patients arriving in Outpatient Department (OD) in Chinese hospital. The fairness of patient routing allocation in diagnosis-stage is focused on. An Inverted-V model with single patient queue and several heterogeneous server pools is established which to describe patients routing allocation process. Around the goal of routing allocation fairness for severs, Randomized Most-Idle (RMI) routing policy is introduced. The Inverted-V model under RMI is analyzed by the reversible Markov Birth and Death (B&D) process. The performance indicators of the system are obtained. At last the routing policy fairness is discussed by numerically experimental results.
