Researches on the influencing factors of the high-tech enterprises R&D investment in Qingdao

This paper finds the factors that influence the R&D investment of high-tech enterprises from the internal and external. Next through the investigation of high-tech enterprises, it uses fuzzy comprehensive evaluation method to screen these factors, finally gets six first grade indices and twelve second grade indices as the main influence factors of the R&D investment of high-tech enterprises in Qingdao. Then it uses Modi order chart to screen these indices second time. Thus the paper analyzes the R & D investment strategy of enterprises and the main problems that should be focused by government.
