Abstract
This paper constructed culture creative industry evaluation index system by investigating and Studing the situation of city cultural and creative industries development, combining with the actual situation and data can be acquired, using the theories and methods of system science. Based on this system and the entropy-weighting TOPSIS method, this paper made comprehensive ranking for 5 cities of Shandong province and Beijing, Shanghai, Tianjin, which is total 8 cities. According to the analysis of the evaluation result, it puts forward a series of countermeasure and suggestion about city cultural and creative industries development, which are cultivating creative talents, establishing cultural and creative industry cluster, supporting the construction of cultural and creative industry park, increasing the percentage of fiscal expenditure in scientific research and developing the tourism industry vigorously.
