An essential consideration for a candidate General Theory of Software Engineering (GTSE) is the criteria by which it should be evaluated. This summary will include a proposed set of criteria and their rationale; an overview of an existing GTSE (Theory W: stakeholder win-win) that will be presented in the keynote address; and a summary of its ability to satisfy the criteria.
