            Abstract : 
With a rapid development of biological industry in China, an efficient supervision over the biological reagent (BR) situates on an imperative part wherein. Adopting third-part resources and reconstructing supervision process become both available ways for the government. Trading off the efficiency and security, this paper applies queuing theory and optimization theory to analyze the best supervision strategy. The study demonstrates the existence of optimal solution for a given condition, and makes sensitivity analysis with various BR´s characteristics. Consequently, the paper specifies the condition in which the third-party proportion and reconstruction degree should raise with the increase of BR´s value and demand, reduce with the decrease of BR´s risk. The conclusion proposes the reasonability and necessity of adopting classified supervision.
