            Abstract : 
The author comments on the original paper, "Calculation of fault rates of overhead power distribution lines due to lightning-induced voltages including the effect of ground conductivity" (H. Hermosillo et al., see ibid., vol. 37, p. 392-99, 1995) and in particular examines the use of the concept of surface impedance to extend the calculation of the electric field E/sub /spl rho// tangential to the plane of a lossy ground, to the near-field zone.
