Abstract :
Important trends and events during 1991 are discussed. Progress in the US and abroad in developing long term energy strategies is examined. Developments in coal scrubbing are reviewed. An international conference of 35 European nations was set up to formulate a comprehensive energy charter for the group. High on the agenda is defining the legal and administrative framework for closer cooperation between Eastern and Western Europe. The dissolution of the Soviet Union presented Western Europe with the pressing problem as what to do about the dozens of Soviet-designed nuclear power plants in former republics and the Eastern bloc. Activists in the US and abroad continued to target nuclear power. Public opposition also intensified over Hydro-Quebec´s proposed Great Whale project, which would situate a 3168 MW complex of three power plants and two substations on the river of the same name in subarctic Canada
