  • Abstract
    Sophisticated new radio designs are being developed that promise significant user benefits but also make it more difficult than in the past to ensure that the radio is safe. The three new technologies with the greatest impact on certification are software defined radio, dynamic spectrum access management, and cognitive radio. Ideas from software engineering, avionics, and other fields are being actively explored by radio industry standards bodies and regulatory agencies to develop techniques for certifying the new designs. To ensure compatibility among the certification approaches, continued interaction of the different communities within the IEEE P1900.X committee is of utmost importance
