Abstract :
"Homeland security" continues to be the hot buzz phrase that does not seem to be cooling down anytime soon. A 5 June 2003 joint memorandum from the US White House Office of Science and Technology Policy (OSTP) and the US Office of Management and Budget (OMB) was issued to the heads of executive departments and agencies. The goal was to provide guidance on how to prioritize R&D programs as these heads develop their FY2005 budget. requests. Basically, they should. make "wise choices" that prioritize budget dollars to programs that promote combating terrorism, securing the homeland and strengthening the economy. However, homeland security is really just another way of saying "defense". And in that respect things really have not changed all that much.
