            Abstract : 
The partial energy function (PEF), its derivation, and its application are considered. A clear and simple example is presented to clarify the energy function approach. Then, the technique is applied to derive a PEF for a power system. This PEF is applied to a 17-generator, 162-bus system to compute a practicable and controllable measure of stability for this system. The examples demonstrate how the PEF can be used for parametric analysis and steady-state control. The use of site-specific monitoring is demonstrated, specifying a curtailment of generation that is limited in both time and location. Accuracy is within 1 MW out of 455 MW
