Abstract :
It is proved on a counterexample that the main results of the above paper are incorrect. It is also shown that the definition of observability in the above paper is not adequate to real problems. Two more reasonable definitions are presented. Results corresponding to one of them are described and a new simplified sufficient condition for observability is proven.
