Abstract
A frequency domain method to determine the optimum values for the parameters of a proportional-integral-derivative (PID) governor is presented. The method readily handles detailed models of turbine-penstock, gate dynamics, and other system components. The main advantages of the method are that it is computationally simple, that it does not involve any iterations, and that the designer can prespecify a speed response for load rejection
