Abstract :
Most utilities seeking to reduce future capacity requirements through demand-side management (DSM) develop and run their own programs. An innovative alternative is utility contracting to bulk purchase DSM implementation from a third party. The authors describe the concept and development of such a program at New England Electric System subsidiary companies. It is concluded that this approach provides the utility with a marketplace of demand-side capacity and price alternatives
