Abstract
DESY has proposed to base its long range scientific future on a large electron-proton colliding beam facility to be constructed on a site ajoining the present site. The facility is designed to collide 820 GeV protons with 30 GeV electrons in four interaction regions. The design, the expected performance and the layout of the various components will be discussed.
