Abstract :
An accurate rate control method for transcoding is presented. A linear relationship between the number of bits generated from the quantised discrete cosine transform (DCT) coefficients and the number of nonzero DCT coefficients is used in this method. By estimating variation of average values of run-level codes at different bit rates, errors of model parameters are corrected. Good results compared to TM5 are reported.
