To Ron Walters the environment comes first; a computer system is just a tool for planning its use in such a way that all those affected ¿government agencies, developers, and area residents¿benefit. In 1971 he started a consulting firm in environmental planning and resource management. It is called Comarc Systems and is located in San Francisco. Along the way he discovered that a computer-based geographic information system would greatly facilitate the firm´s work.
